Toyota Repair: 1996 Toyota Landcruiser Engine Light, modulator valve, toyota landcruiser

I just purchased a 1996 Land Cruiser with a 155,000 miles. The check engine light on is on, and I have been told that my EGR valve needs to be replaced or I can just blow it out. Is this true? Also, I am currently getting about 10 miles to the gallon on the highway. Is this normal for a Land Cruiser? When I start my Land Cruiser it revs to 1500 RPM then slowly idles down, is this normal? Also, when I remove the gas cap it has a massive sound of air suction, more so than any other vehicle I have owned, is this normal? One last question, my drive symbol "D" on my instrument panel is out. Is this something I can replace and if so, how?

EGR valves seldom are the problem, most of the time it's a problem with a control valve or the egr modulator valve located on the egr valve, the system should be tested to see what the problem may be, the other items are normal, as far as the "D" light goes it can be repaired by removing the instrument cluster from the dash and then replacing the bulb located in the back of the cluster.
