Toyota Repair: Coolant leak, stainless steel line, coolant leak

I have a 1987 Toyota Supra Targa. It just developed a bad coolant leak. I found it in a stainless steel line near the firewall. The line is terminated with a flimsy rubber cap that is clamped on the end of the line and the rubber clamp has deteriorated and is leaking badly.  I cannot see where the other end of the line is but this is weird because the line goes no where on one end. I get the impression from the appearance of the clamp that the rubber cap is factory (but I could be mistaken).  What is this line for and why does it dead end? Thanks.

Yes it is a factory installation, I think that this is so because this engine was also used on some other models that required this coolant pipe to connect to something, instead of making two different pipes the factory engineers just decided to block it off, you may still be able to get the rubber cap and clamp from the dealer, if not you will need to improvise.
