6cyl, manual transmission...  4wheel dr.
Had a new block put in, now the idle is high, can't adjust it!  And it won't pass smog check.

I need to know the emission readings from the smog test, is the check engine light on? Have you approached the repair shop to find out why this problem exists after they did the repair? If this problem was not there before then the problem was created by the block replacement, maybe some vacuum hoses were not installed correctly and they should recheck for this.
