Toyota Repair: HVAC blower, fan blower, toyota dealer

Question
The blower on my 99 Camry is suddenly only working on the two highest settings.  The AC itself seems to come on when the switch is turned to any speed setting, but the blower itself doesn't start until turned to the higher speeds.  Is this the switch, or the blower, or something in between?

There is a fan blower resistor that regulates the fan speeds,some of the coils are burned out and the resistor has to be replaced, it's located under the glove compartment in the air ducts, you should get the new one from the toyota dealer so you will know what it looks like, it will help to identify and find it.
