Toyota Repair: 1994 4x4 ex-cab 22R-E, odd power loss, odd power, cat converter

Hi, I have a truck with a 22R-E engine with 101,000 miles. I've had trucks with 4x4 with these motors before and they are notoriously sluggish up hill, but generally pretty quick off the line and get between 15-18 mpg. This truck feels like it's being held down off the line, gets up sluggishly with a slight surge and has a hard time getting up to 80 mph and gets about 14 mpg. It purrs like new at idle, I've changed plugs, wires, cap, rotor, fuel filter, air filter, run z-max fuel system cleaner, techron, etc. I love the truck, but cannot figure this one out. A friend that use to work for Toyota said it could be a clogged cat. converter, or EGR system. The cat doesn't rattle or anything. Please help! Thanks

The egr system can't cause the power loss but a clogged exhaust system can, it may very well be that the cat converter is disintegrationg and restricting the exhaust, removing the cat and checking it visually will normally reveal a problem, if it has a problem a lot of white pellets will fall out of it, try driving it with the cat disconnected and see if there is a power increase.
