Toyota Repair: 99 4Runner Bright Light indicator, light indicator, electrical tests

Question
When the headlight switch is turned on, the bright light indicator on the dash comes on but no headlights.  If the switch is turned to the bright position, the brights come on and the bright light indicator is on.   All other lights appear to be functioning properly.  Why does the bright indicator come on in the normal position and what may be the cause?  Both bulbs are new and relay is fine.

I don't have a straight answer for you because there are number of things that can cause this but it sounds like a wiring problem(has the veh.been in an accident?) to diagnose this problem will take someone with experience in electrical systems who can perform a series of electrical tests and resistance circuit tests to locate the problem.How long have you owned the vehicle and when did it start doing this? Was anything done and did the problem appear after any repairs were done?
