Toyota Repair: P0446 - code on 2001 Highlander, emission control system, fuse box

How to fix this CEL - P0446 on 2001 Highlander. How much that costs? Parts? Is it easy for DIY kind?

This code indicates a large leak on the evaporative emission control system, in most cases this is because the gas cap was left loose after getting gas but there are may other possible reasons, make sure the gas cap is tight and then remove the EFI fuse under the hood in the black fuse box, wait ten seconds and reinstall the fuse, also check the vacuum hose on the back of the air filter housing, it's very common for this hose to get pulled off if someone checked or replaced the air filter by removing the top part of the air filter housing.
