Toyota Repair: Camry Radiator fans w/not come on, 1991 toyota camry, radiator fans


Question
I have a 1991 Toyota Camry 4 cyl. The fans will not come on when the car gets hot. They DO come on with A/C now because I changed one of the ECT thermistors (jumpered the pigtail and fans came on with A/C on). I was thinking to also change the thermistor (ECT) that governs the fans that should come on without A/C on, but when I jumpered the ECT pigtail the fans DID NOT come on. That means that I am not getting the correct voltage there that would be routed through the ECT to activate the fans, am I correct? What voltage should be there and what is your best assessment of my problem?
Note: Temp sensor and thermistat are new.

Without the A/C on the cooling fan should run if the connector of the fan switch is removed, not jumped across, if the fan does not run when the connector is removed replace the thermal fan switch located on the bottom of the radiator, was this one replaced? The thermal fan switch connector should have 12 volts to one terminal.
