Toyota Repair: 2005 Toyota RAV-4 w/11,500 miles, toyota rav 4, windshield area

Shortly after purchase, my RAV was making a squeaking noise.  I brought it in and was told there was a bulletin on it.  It was repaired.  Several months later, the same noise returned and I brought it back today.  They were unable to hear the noise and, said there was nothing they could do.  Also, they checked what was done before (insulated the dash) and said that was all intact.  So, now what?  It is definitely the same noise. Something is wrong if this is happening and they need to diagnose and fix it.  Do you know anything about this bulletin? What is my next step?  Thank you very much

There are two service bulletins that address noises from the cowl/windshield area on the rav-4, the first one is NV009-06 which concerns a tick noise from the upper/lower area of the windshield, the other one is supposed to fix a squeeking from the cowl area, this is NV001-04,regardless of which one the dealer performed the noise is still there and it is their responsibility as a toyota dealer to make this right, the phrase "there is nothing they can do" is not acceptable and you should ask to have the shop foreman or one of the lead technicians or even the service manager go for a test drive with you to demonstrate the noise,if the noise can not be verified at that time then no further action can be taken, if they agree that they hear the noise then they are obligated to repair it, if they are not able to resolve this you should then contact the dealer's customer relations person.
