Toyota Repair: High NOx, egr valve, egr system

Hi there.  I'll make these questions as simple as possible.  I've been doing a lot of my own trouble shooting on my 1991 Toyota 4Runner's EGR system.  My question; On the intake of the egr valve where it attaches to the head, when the egr valve is removed and the truck started up should there be exhaust gas coming out of that port?  I am having trouble getting the the truck to idle roughly with a vacuum test tool attached to the egr valve.  Yes the valve works good.  I'm thinking that there is no exhaust gas even getting to the egr valve.  Thanks for any input.

Exhaust gas should be coming out of the pipe on the bottom of the EGR valve with the egr valve removed, if the engine can not be made to stall it means that the passage in the plenum chamber is clogged, remove the throttle body and check to see if the passage for the egr is open, the egr port is on the bottom of the opening, look carefully as it may be clogged up with carbon deposits.
