Toyota Repair: 97 toyota avalon, toyota avalon, ground connections

the running light do not work, i changed all the 1056 and 1157 bulbs etc.  if i put car in reverse then turn headlights on they work for a minute or so. could this be a headlight relay or the connector on steering column?

Which running lights do not work? All of them or only in the rear? If it is rear only I would check your ground connections and also the light out monitor. If none of them work including your dash lights then you need to check fuses and the tail lamp relay.
