Toyota Repair: 94 Turcel failed smog test, only viable option, mileage engine

Hi Tim,
My 94 Turcel failed HC, measuring 125 (max 99) at 15 mph and 115 (max 64) at 25 mph. Prior to the the test, I changed the catalytic converter and changed the plugs (gapped at .44) and changed the oil. The air filter looked clean and all other items on the test passed well under the maximum limits. The car burns some oil and was wondering if that contributes to the high HC. I have 222,000 miles. Can you suggest any other things I can do to lower these numbers? I noticed a little smoke (grey) while the tech was testing the car. Do you think I should change the distributor cap?

I know you don't want to hear this, but I think your only viable option here is to change the engine.  If it was puffing grey smoke during the test then it is burning a lot of oil. Yes, those are major HC contributors.  I would check all your salvage yards for a low mileage engine.
