For a while now I have been smelling a distinct smell from my left rear wheel after getting out of my 4-Runner.  It seems obvious that something is wrong in the brake system.  I have noticed smoking at times.  I was going to take my vehicle in for repair; however, this afternoon, i went to drive and the vehicle will not move in any of the forward moving gears...i can feel the vehicle tugging, so i dont think it has anything to do with they transmission...will a stuck parking brake "lock" the vehicle up so that it cannot be driven?  If so what can i do to repair this myself..also, what do you think this would cost to have done

Not really. The parking brake is a drum-in-disk type. They have almost 0 actual braking power. They might stop a go-kart real well, or a motorcycle afew times.
See if the pistons are stuck.

Jack the 4-runner up on jackstands & see if the wheels turn.
