Toyota Repair: Landcruiser electrical short, short circuits, turn signals

My 97 Landcruiser has an intermittent electrical problem that blows multiple fuse circuits. The 10A dome circuit, turn signal circuit, gauge circuit, stop light circuit, and ECU-IG circuit are interact with varied screwy symptoms. Each fuse will blow and each circuit seems to crossfeed various instrument panel and external light circuits.  Sometimes the turn signals stay on when the car is off, occasionally the turn signals or stop lamps stay on.  These appear to be feed power from the dome light circuit, and the dash indicators (R, or turn signal) will light up as well.  I've changed all bulbs and tried to diagnose for several weeks now.  I've disconnected both rear lamp assemblies and the instrument cluster and the problem was not resolved, so I believe this could be a ground problem, harness problem, or control unit issue.  If anyone has observed this type of problem, or has any suggestions, I'd love some help. Hi john, Well you have done your best to solve the problem. But did you check the wiring for any burnt wire or heated up wire. This burnt or partially burnt wire usually  causing short circuits. Its time consuming to find. It has nothing to do with the control unit I think. I will try to work on your question and reply you soon.
