Toyota Repair: 95 Camry Failed SMOG Test, california smog test, hydrocarbon emissions

Hi.I have a 1995 V6 Toyota Camry that failed California SMOG Test. It failed the HC(PPM) test at 25 mph, with a reading of 49 on the MAX, 13 in the AVE and 66 in MEAS

What could be the cause of the problem and what are your recommendations to fix it?

Excessive HC(hydrocarbon) emissions are always caused by incomplete combustion, some of the fuel drawn into the combustion chamber is not burned and comes out of the tailpipe, this translates into one or more cylinders that have a problem but mostly this is caused by a misfire condition which can have many causes ranging from a simple thing like a bad spark plug or wire to a more complicated issue like low compression on some of the cylinders.  
The first thing to do is find out why there is an engine misfire and then correct it and see if the HC emissions are reduced.
