Toyota Repair: 91 toyota 4 cyl [3SFE] will not start, engine cranks, leak down tester

Tim, The car started and ran good before it just quit. Engine cranks, but will not start. Fuel pressure is good. New wires and cap and it almost started. Checked timing belt and it was off several teeth,but not broken, replaced belt and now it turns over like the belt is broken and has very little compression[15-20 lbs] and still will not start. checked timing belt, with the crank and rotor aligned the cam mark is just a tick off. Could this be my problem? I understand this is a free-running engine and piston hitting the valves is not likely. There is no compression to speak of in any of the cylinders. The valves appear to be opening and closing and I can build some air pressure with an air hose in each cylinder with the valves closed. Engine didn!t smoke,knock, or click. It does have 186000 miles on it. How can I check valves and rings without tearing it apart? The cam timing mark is a dot on the cam bearing and a hole in the pulley, RIGHT? [Hole to dot]. Any help will be appreciated.    Bill

Yes that sounds correct on the timing mark, but I would remove the cam pulley and make sure your alignment dowel didn't break. If it did then the pulley is not timed to the cam correctly.  Also, remove the valve cover and check that your valves are fully closed on #1 cylinder with the crank at TDC.  (Top Dead Center) or 0 degrees.  You can use a cylinder leak down tester to test all valves and rings for wear.
