Toyota Repair: Tacoma steering wheel lock-up and throttle sticking, steering wheel lock, steering column lock

I just purchased a 1999 Tacoma 2X4 automatic, 2.4L truck. I am having trouble with steering column lock. It does not disengage when I put my foot on the brake pedal. I have to remove a small cover and depress it manually to get it to go into gear. I replaced the brake switch but that didn't help. What else can I check? Also on the same vehicle I noticed that the accelerator pedal will sometimes stick. It does it right at the top of the pedal travel, when you first try and push it down. There is nothing binding at the pedal and I have checked, with the engine off, the linkage at the throttle body and it seems to work freely. I believe this may be a common problem on Toyotas because my sisters Celica does the same thing. Is there a fix for this?

The shift lock solenoid is inside the console. Normally they simply have a sugary drink spilled in them that causes the solenoid to stick, or the wiring to short out.
Pull the console apart, test/replace the solenoid & wiring for it. (And clena it if it's a drink that's spilled.)
