Toyota Repair: 1999 Camry Speedometer & tachometer Problems, combination meter, pin point

My 1999 Camry's speedometer, odometer, tachnometer and power windows suddently all died. I took it to a local small garage and he couldn't pin point the problems. Any suggestion what should I looking into? What might be the problem? Appreciate your help!

You should check all the fuses.
There doesnt seem to any direct connection between the windows and the combination meter.I looked at the wiring diagram. Was it jump started or did the battery run low or did it just happen out of the blue?
