Toyota Repair: cruise control, magnetic clutch, jumper wire

I have a 1993 Toyota Camary. I am experiencing a problem with my cruise control. When I attemt to engage the cruise control, the green "cruise" lite shows on the dash when depressed; however, the cruise will not engage when the lever is pressed down to engage it.

What are my possible problems?

could be anything.
low brake fluid level, bad acuator etc.
to check for codes- there is a connector under the dash, left side , round with a cap on it. reads DIAGNOSIS I believe.
Turn the key on. with a jumper wire , connect terminals Tc and E1. there labeled in the cap lid.
they are the two middle terminals in the bottom row of 6.

Watch the CRUISE light flash on the dash.
count the flashes.
Code 11 is motor shorted
code 12 is open in magnetic clutch
code 13 is open circuit in motor
code 21 is no speed sensor signal.
code 23 is speed drops 10 mph or more while cruising
code 32 is short in control switch
code 34 is abnormal voltage in control switch
code 41 is cruise computer.
