Toyota Repair: 1998 Toyota 4-runner brake system, rear brakes, seal replacement

Question
I have a 1998 4-runner recently the back brakes have been locking up as I come to a stop or try to take off again. I have a standard transmission 5 speed and apparently the use of the emergency brake stopped the use of the rear brakes. Now as I said the rear brakes lock up, sometimes when pushing the brakes they don't make contact and stutter. The brake pads are good and infact just had them adjusted, also had some kind of box cleaned and greased, it's driving me crazy. Please help me figure this out.

Answer
Make sure the bellcrank, thats the part that the lever pivots on to go thru the backing plates, is free and not sticking. The cable attatches to it on the outside and it attaches to the E brake shoe inside the drum.It would require cleaning and lubrication.

Also check the axle seals.
If they leak, the 90W gear oil will soak into the brake shoes and will make them shudder. If so youll need axle seal replacement,
