Toyota Repair: 1993 Camry Hydraulic Cooling Fan System, cooling fan system, radiator hoses

  My Camry recently overheated on a very hot summer day,
using the AC and driving on highway and city streets.  
Steam poured out of engine.  Took to my regular reliable,
competent, very fair and honest mechanic, who replaced
radiator and radiator hoses (radiator had "completely blown
up").  After doing so, they could not get the cooling fan to
come on, and the car would soon overheat when it was
idling with the AC on.  They replaced every switch, and
every sensor in the hydraulic fan cooling system, and the
fan would still not kick on when required.  

  They sent the car to Toyota techs at dealer, and Toyota
suggested installing new hydraulic cooling fan motor.  
Installed, did not solve problem.  Toyota then suggested
changing the power steering relay (which also controls the
hydraulic fan, apparently).  Installed, still did not solve
problem.  4 weeks and $1400 later, the garage and Toyota
have both given up.  Both say the problem is a complete
mystery, and they don't know what else to try.  Please help!

The speed of the cooling fan is controlled by the solenoid switch that is connected to the top of the power steering pump which in turn is controlled by the cooling fan ECU, this may be where the problem is, although most of the time the reason the fan does not turn fast enough is because the solenoid on the p/s pump is disconnected which will make the fan run at low speed by default,my question to you is, does the fan turn at all or does it not?
Since everything else has been replaced already they should try replacing the cooling fan ECU or make sure that it is even connected in case the fan does not spin at all.
