Toyota Repair: 98 toyota corolla headlights not working, daytime running lights, fuse block

hi ted, my 98 toyota corolla headlights are not working and neither is the high beam, the car has daytime running lights which are not working either, the daytime running lights when i don't turn my lights on and start my car stay on for a minute and then switch off
i checked all the fuses and the fuses are good, what could the problem me? please help thanks

On the lower left side of the dash is the inside fuse panel, it has some fuses and also some electrical connectors going into it, check all of these connectors for any discolored or overheated wires, if there are some wires that appear overheated check for a bad ground circuit, under the dash is a common ground bus that has a lot of ground wires going into a common connector, these have been known to corrode and cause grounding problems and in turn will cause excessive current draw through lighting system wires on the fuse block causing them to burn, if this is the case it should be evident.
