Toyota Repair: fan on two low speeds do not work, electronic control panel, toyota camry

I have a 99 toyota camry, the two low speeds of the fan in the recirculating position do not work for either ac or heating. all the fan speeds work for the outside air position. How and what is required to make this repair?

Are you absolutely sure that all the fan speeds work in the fresh air but not in the recirc position?
If so, I need to know what model Camry, LE,XLE?
Does it have auto or manual A/C?
Does it have manual control knobs or is it all push button electronic control panel with digital display?
