Toyota Repair: 94 Camry camshaft gears, throttle position sensor, haynes repair manual

Question
I used a service bolt in my exhaust cam gear on my '94 2.2L Camry when prepping it for the machine shop. When I got the head back, there was no bolt in the gear. I did not understand the purpose of holding the spring loaded gear in place, so I did not install it the second time when disassembling the cams to install the head. So, I had problems starting due to the gears and not aligning the timing marks properly. I noticed the holes for the bolt were not aligned, so I removed the exhaust cam again and used a large screw driver to "twist" the gear enough to get a small philips screwdriver thru both holes and clamped the gears together to install the bolt. It started 1st time! Now my questions, should the exhaust gear be wound a full turn (360 degrees) or is one set of teeth the proper tension to prevent chatter. I do hear some ticking thru the valve cover near the #1 cylinder. Q#2-I followed the ignition timing procedure on the VECI label under the hood, jumper wire between E1 & TE1, adjusted distributor to 10 degrees BTDC (from 20). After that removed jumper wire and timimg went to 5 degree. My Haynes repair manual says it should move to 12 - 20! Thanks for all your good advice!

Answer
The spring loaded gear only needs to move about 1/4" to line it up with the hole to lock it in the loaded position, it's not possible to wind it 360 degrees.
With the jumper wire installed the timing should be between 8-10 degrees and with the wire removed it should go up to about 20 degrees, try adjusting the throttle position sensor or it's possible that it may need to be replaced.
