Toyota Repair: 95 camry key wont turn right, release pin, lock cylinder

Our 95 Camry's ignition key won't turn in the ignition.  Do I need a new key or lock cylinder/tumbler?  How difficult is it to replace myself?
It has 162K miles.

Does the key work in the door locks? If it does then the lock cylinder in the ignition lock needs to be replaced, if the key does not work in any of the other locks either try having a new key made at the toyota dealer using the VIN#.
Going on the assumption that the ignition cylinder is the problem and it needs replacing, it is a little difficult to get the cylinder out unless the key can be jiggled into the "acc" position, in that position the release pin on the lock housing can be depressed to pull the cylinder out, the best way to locate the release pin is to get the new cylinder from the toyota dealer, the covers below the steering wheel have to be removed and a pin inserted into the opening to release the lock.
If the lock absolutely refuses to go to the acc position the cylinder must be drilled out of the lock to release it or the entire lock assembly replaced.
