Toyota Repair: problems with radiator fan on 2003 echo, coolant temperature switch, fuse box

I have straight wired the fan and it works, I have replaced the fan relays and tested the coolant temperature switch and resistor.  Still no fan the engine runs hot, and the ac will not cool although the compressor is engaged. Is there any other sensors or switches that I may be missing.

Have you checked the 30A RDI fuse in the fuse box under the hood and if it is good is there battery voltage at the #5 terminal of the #1 fan relay and also is there battery voltage at the #1 terminal with the key on, measure the terminal voltages at the socket with the relay removed, the relay terminals should be numbered for identication.
