Toyota Repair: 1998 Toyota Tacoma heating problem, correct assumption, toyota tacoma

I have a 1998 Toyota Tacoma with a 5 speed and a 2.7 liter 4cyl engine.  I have a problem with the heating in that when I crank up the heat as in power wise, nothing happens.  After a while the low amount of heat warms up the cab, but there is no blowing of heat.  Also when the heat is cranked all the way up, and the selector is on defrost, the a/c light comes on.  So... I hooked up a test light to the heat fuse under the hood, and to the heater relay located in the same fuse tray.  Both are getting power, which is leading me to believe that i have to replace the blower motor... is this a correct assumption.

The a/c light coming on is normal, it's designed to do that.
If the fan motor does not come on at all,not even low speed the blower motor needs to be replaced, if the motor works in just one or two speed positions  the blower resistor is the problem, it's located in the ducting near the blower motor, it has a bunch of wires going to it with an electrical connector.
