If you jumped 12 volt to the comp and the system works then obviously its an electical problem.
{Im assuming the compressor doesnt chatter or make any noise? If it is starting to seize you should hear some noise and the compressor slowing down would cause the flashing light.}

When the system commands the Mag Clutch relay to operate it also commands idle up and then compares compressor speed to engine speed. If the difference is more than 10% it will flash the light and shut off the system.

So, Try switching the relay with another in vehicle. There are usually several of the same relay in the J/B.
Make sure the belt is tight.
If everything else is good, you may have a bad compressor speed sensor.

Answer
Put a test light in the line to the Clutch. If it lights and then goes out, I would try a new sensor.

The light coming on means the command was sent, the relay circuit operated and it doesnt see a good speed from the comopresser.Then it shuts the system off and flashes the light.

You can try tapping the a/c pressure switch located in the high side line near the radiator. I have seen them stick, but I think the a/c would just stay off and not flash. Check it anyway, no harm no foul.

You need to evac and recharge the system when replacing as the sensor is under pressure.I believe its a dealer only part.
