Toyota Repair: Toyota Corolla 1999 _Engine does not shuts down, toyota corolla 1999, toyota corolla

Question
Today morning, while leaving foo work, I started my car, it took few clicks to start the car, I thought the battery was down, but, in few clicks, it started.  Once started, I started hearing some voballing noise from the front, so I turned off the ignition.  The key was out from ignition, but the enigne was still running.  Even after few tires, i coul dnot ge tthe enigne stop,  It wa smaking some wierd noise and then started smoking from the front bottom.  i think, where the starter or alternator ( Now i guess thats what it has in the front bottom part).  PLEase help me understand what is the problem with the car. Also, For last few months, I notice the engine oil wa sbrining.,  I had to put atleast a quart in every 1000 miles of driving.  Car has only 65K miles, and sentathic oil was put in few hundred miles before.

Answer
You need to get someone to look at the engine, either leaking or burning oil. Either way 1 qt per 1000 miles is ng for that low miles.

Sounds like the starter stuck. May have melted the harness. Its a fire hazard so have some one qualified look at it if you cant.
