Toyota Repair: timing chain, haynes manual, truck 4x4

I just changed the timing chain, guides, tensioner, water pump on my 1990 toyota truck 4x4 22re   I dropped the oil pan and cleaned out chunks of the old driver side guide.  The truck ran good before starting the job, except for the rattling of the chain.  I followed well written intructions and used a Haynes manual and illicited help from friends who had rebuilt engines.  
Now we can't get it to start. It turns over but makes a funny low whomping noise as you try to crank it.  I pulled the rocker arm cover and to my dismay the chain is as loose as it was before (drivers side).  The guides seem intact and I am planning on pulling off the chain cover again.
What steps should I take to pull the excess slack to the passenger side so the tensioner can eliminate it?  And how could the slack find its way back to the driver side in the first place?

Answer
The chain usually has "off color" links so when you put it together you match it to a mark on the gears.the slack is then on the side with the tensioner.
Did you use a new tensioner, I assume?
The tensioner is oil pressure driven. If there is slack in a new chain, check to see if the tensioner is working.
Put the crankshaft on TDC and see if the cam is at TDC also.
