Question
the radio loses preset stations after car sits for a while  also the outside temp and heater control sometimes do not come on when car is started  and don't come on until you stop and restart  car again ---then work fine

Answer
The radio losing the stations may be due to the radio losing the constant power supply voltage to keep the stations in the memory, check all of the fuses, or the radio has an internal malfunction.
There is a toyota service bulletin that addresses the A/C control problem, I can email a copy to you but I'll need an email address to send it to.
