Toyota Repair: Engine tune up, timing belt replacement, mechanic check

I have a 1994 Toyota camry LE 2dr coupe, automatic transmission. I bought the car when the mileage was 74K and right now the mileage is 92K. The timing belt was changed at 66K and the car is right now running on a battery which was installed in 2003 July [mileage at that time was 75K].

Of late, I have observed that when I turn on the car and the car is till on Park, the RPM sometimes is 800, sometimes it is 200 [till about last week it should to be steady at 800].

I thought my battery was a problem and hence took it to a mechanic. This mechanic said that the battery was fine and suggested a tune up. I took it to a different mechanic & this mechanic said that the motor mounts, water pump, etc need to be replaced & since all these need to be replaced, the mechanic suggested that the timing belt should also be replaced as the water pump labor gets down so deep that timing belt replacement should also be done[giving an estimate of 1600 USD].

I think the 2nd mechanic is trying to rip me off.

I am confused.....Please suggest how I should go about it? Thanks in advance.

I think you should have another mechanic check to see if it needs all those parts replaced, preferably at the toyota dealer, by the way these probably don't have anything to do with the idle problem.
Idle problems are normally caused by a sticking idle speed control valve and it may need replacement, this is common on camrys.
I can't tell wether or not that last guy is trying to rip you off because I can't see the condition of the parts in question but I do suggest that you have someone else check it.
