Toyota Repair: Brake lights not working, toyota camry, wire harness

Question
1992 Toyota Camry 4 cylinder, four door.
Brake lights don't come on when brakes are engaged.  Center brake light up in back window does come on.  We replaced bulbs for both bottom brake lights.  Tail lights work as well as back directional lights.  Back right side directional blinks faster than normal.  We cannot find the fuse for the brake lights specifically (we found the two boxes under the hood labeled fuse and relay but no reference to brake lights).

Answer
It's not a fuse, otherwise the brake light in the rear window would not come on, all brake lights are on the same fuse.
There have been some common issues with the wire harness on the left trunk hinge, the wires inside the insulation can stretch and break, there is a tail lamp failure relay in the left rear inner trunk behind the carpeting that sometimes burns out and causes problems, have it checked for those possibilities.
