Toyota Repair: High speed vibration, speed vibration, wheels tires

65-70 mph vibration in the front won't go away. We put on new wheels,tires,brakes,alignment,rechecked tire balance and alignment, but it still is there. Everything else checks out ok. Where do we go from here?

I need to know what year/model this is and if the vehicle has ever been in an accident and when did this problem start?
Were any repairs done before this started and if so what?
Everything else can't be ok or there would not be this problem so the more information I can get the more I may be able to help.
