I have a 2001 4-runner sr5 with 110,00 miles, the check engine light came on so I checked the toyota repair manual on how to get the code. It is code 51. From what I read it will end up being a wireing issue, a bad skid control ecu or hydraulic brake booster. It is time for front breaks so the break fluid is just above the min mark. Can low break fluid cause this code?
Answer -
The DTC 51 doesn't mean anything to me, this is an OBDI code, since this 4 Runner has The OBDII diagnostic system I will need to know the correct code retreived using a scantool attached to datalink connector #3 under the dash in order to be of more help, I recommend that you do not replace anything until all the codes are retreived and then you can let me know what they are. Some autoparts places like Autozone/Kragen etc., will help you get the codes at no charge to you.

Answer
The C1251 code can be caused by a few items including the brake booster or the ABS ECU, there is a test procedure  in the factory manual that will locate the trouble area but it must be followed exactly, by the way, low brake fluid can cause the VSC/TRAC lights to come on but not the check engine light, bring the brake fluid level up and clear the codes and recheck.
