Toyota Repair: Brake Light Switch, brake warning light, brake light switch

I have a 2003 Toyota Camry and when I took my car though inspection if failed because my brake light/torque converter was bad.  Now I don't know what this is.  Toyota said they will charge me 230.00 to do the job would it be better for me to just order the part and get someone to put it on for me.

I don't know what that is either, the term is unfamiliar to me,I know what brake lights are and I know what a torque converter is but there is no relationship between them, is the brake warning light on the dash on, can you check again and let me know exactly what is wrong with the car, is there a check engine light on and if so I need to know the trouble code.
