Toyota Repair: toyota van (1985) belt replacement, toyota van, idler pulley


Question
need to replace alternator belt,naturally the innermost of 3 belts.
i loosened the adjustment bolt on the power steering idler pulley, but it does not move.
should it be "tapped" in some way, or am i doing something wrong?
also, can i just cut the second belt? the air conditioner doesn't work, and if the belt doesn't drive anything else can i do without it?

The pulley has a 14mm adjustment bolt that needs to be loosened,just loosening the bolt on the front of the pulley won't release it, there is a bolt behind the pulley on the bracket that has to be turned to release the tension, this same bolt is also used to tighten the belt.
