Toyota Repair: brake booster installation, bleeder valves, brake booster

I replaced my brake booster and master cylinder on my 92Camry 4cyl. w/o abs. When I pump the pedal to bleed the system the right front and left rear does not allow the pedal to go to the floor when I open the bleeder valves. The left front and left rear bleed off just fine. The inside brake light stays on as well. Do I need to lengthen the clevis that mounts to the pedal? Or should I extend the brake rod by removing the master cylinder? I think I am not activating all of my master cylinder. I hear a groaning sound from the booster when I apply the brakes and they are very soft.

The bleeder valves may be clogged, does any fluid or air come out? The master cylidner has a front and a rear circuit, it sounds like the master cylinder is not the problem, you may have to remove the bleeder valves and clean them and make sure the passages in the cylinders are clear, use a thin wire or paper clip to clear out any rust etc.
