Toyota Repair: 1994 Camry shifting problem, salvage yard, board computer

I have a 1994 Camry LE 3.0L V6. When you go to take off you start really slow. It is as if it is stuck in 2nd gear. We usually shift to 1, then after you get up to speed shift to D. Then when you slow down it wont automatically drop back to 1 (if your in drive). You have to manully shift back to 1 to take off again. If you leave it in drive it takes a good 10+ seconds to get back to 15-20 mph. You can tell the OD gear works because you can hear it shift on the highway when you get up around 50mph. Although when OD is ON the light on the dash OD\off blinks non stop. We have already tried a different transmission (used from salvage yard with only 80k) and the 2nd transmission has the same identical problem. Any ideas why the car doesn't drop back to 1st when the speed gets low enough?  Its like we have a manual automatic. ;) Thanks in advance...Jeremy

The chances of both of the transmissions having the same problem are practically none, I think there may be a problem with the on board computer or a wiring problem, try another computer you should be able to get it from the same salvage place that sold the transmission.
