Toyota Repair: 92 4runner steering column lock, release pin, old keys

My sister's 92 4runner steering coulmn lock is jammed.  We've tried jiggling the steering wheel while trying to start the vehicle, which normaly works.  It has been jammed for a couple of days, and we have tried it ad various times and temperatures.  We have also tried her new keys as well as used old keys.  When trying to turn the ignition you can feel a click, even though the key does not turn.  Do I need to replace the ignition, and if so is there a way without completely removing the dash?

The ignition lock cylinder needs to be replaced, you can get one from the toyota dealer, do this first so you know what it looks like if you are going to do it yourself.
You have to be able to get the key into the "ACC" position to remove the cylinder. There is a small opening on the bottom of the housing with a release pin, you will need to remove the steering wheel plastic covering to get to this, with the key in the acc position depress the pin and the lock can be pulled out. Install the new one in the acc position also.
