Right after purchasing my '95 in 2005, the cruise control failed, cutting out when climbing a hill and not working again until after the ignition was shut off.

Check the brake fluid level in the reservoir, if it is low the cruise control will not work.

Ted The brake fluid is full. Let me better explain what's up. When the cruise is turned (the green speed control light is on). We set the speed. With the car going up a hill the speed control will accelerate when under a load then it will quit. Then the Green speed control light flashes three times and not working again until after the ignition was shut off.

Answer
Thanks for the additional information, the cruise control has onboard diagnostics, the best way to go about this is to have the toyota dealer diagnose the problem, when the light flashes it means the computer has detected a problem and we need to find out what the trouble code is, a common problem is the vehicle speed sensor in the transmission. But that's just a best guess, have it diagnosed properly to find out where the problem may be.
