Toyota Repair: headlights, high beams, toyota dealership

I recently had to change my battery on my 1998 Camry LE (4 cylinder, 145k miles) because the old one was totally dead.  Well...when they put the new battery in (there was a slight spark...which makes me think a fuse could have been blown) and hooked everything up my regular headlights went dead.  I still have my high beams...but I have no regular headlights.  Is this a problem with my relay? or dimmer? I was going to take it to the Toyota dealership...but they wanted to charge me almost 100 bucks to do a diagnostic on it!!  Please help...I'm tired of people flashing their lights at me because I don't know the problem!!!

If the headlights are the only problem check the following:
Open the hood and locate the black fuse/relay box near the battery, remove the cover and identify the headlight fuses, check them.
Locate the headlight relay and try replacing it.
If all else fails both of the low beam bulbs may be burned out, replace both of them.
