Toyota Repair: Water vapor, coolant level, coolant leak

Question
I recently have seen water vapor fumes coming from the passenger side of my 91 Toyota Camry Le(126,000 mi), up by the dash, under the hood.  The car does not overheat, nor does the temp. gauge move above the middle point, but i do see some leakage behind the motor(looks like rusty water burn off).  I was told that the 'EGR' tube was rusted out and it needed to be replaced.  Does this sound like a reasonable answer?

Answer
I need to know if it is a V-6 or 4cylinder, also do you have to add coolant, does the coolant level in the bottle go down, do you see any coolant leaking under the car, it sounds like there is a coolant leak, have the cooling system pressure tested, I can give a more definitive answer with some more information.
