Toyota Repair: Rear Brake Drum/Shoe squeal when wet/cold, toyota rav 4, rear drums

Hi Ted   thanks for taking time to help me.

I have a 2001 Toyota Rav 4 with noisy back brakes.  The drums/shoes squeal quite loudy when I brake when it is wet or cold out.  It is very loud and quite embarrasing to br driving this very nice looking car, then I put my foot on the brake.  Heads turn for the wrong reason when I drive this car!  and my passengers think it sounds awful.  Is there something I can do for this? change to a different type shoe or something?  I can't tell you how annoying this is, it sounds like I am stopping a big truck.

There was a TSB out on the back brakes, for squeal, that involved changing the drums.  I did that and it still continued, nothing has changed at all.

Replacing the rear drums using the TSB procedure usually fixes the squeeking problem, are you sure it is not coming from the front?
What was the toyota dealer's explanation, if any, why the noise was still there after the replacement of the drums.
What did they recommend to do to eliminate the noise?
Since it is now out of warranty, the only solution would be to replace the rear brake shoes and resurface the drums, if done correctly it will fix the noise.
