Toyota Repair: 99 land cruisers a/c cooling fan is still on after engine is off, electronic cooling, toyota dealer

The weather is really cold these days. I did not turn on the a/c cooling fan, only the heater is on. But after I turned off the engine and removed the key form ignition, the cooling fan is still on. It will drain my battery dead, and I have to jump start every time. I removed the electronic cooling fan fuse, and the fan stopped running, but if I reinstall the fuse back on, the fan start turning again.   I have to remove one side of battery cable off to stop the fan turning instead of pulling fuse off.
Please help me on this issue!

I just took a look at a wiring diagram and it could be that the A/C condenser fan relay is shorted, from what I can see on the parts location diagram it is located behind and just below the right headlight, try replacing it, if you can't locate it go to the toyota dealer parts department and order the relay, they will also be able to show you on the computer where it is.
