Toyota Repair: Steering Wheel a little shakey at low speeds, steering wheel, shakey

Have a 1995 Celica with 153,000 miles.  The steering wheel feels a little shakey or a little disconnected with the car's wheels at lower speeds (20-35), but feels firm at higher speeds.  Does it need an alignment?

Probably not, the problem is the front tires, one or both of them may have a tread seperation problem or flat spots, this may not be visible because the problem is inside the tread, try rotating the front tires to the rear and put the rears on the front, if the wobble is now gone, replace the two tires and put the new ones on the front, or replace all the tires and then do an alignment.
