Toyota Repair: Seat Belt, toyota landcruiser, toyota parts

My seat belt on the drivers side 2nd row rear has locked up and will not come loose.  Do I need to replace it and where can I find it?  It is a 1994 Toyota Landcruiser.

Any seatbelt failure means that it has to be replaced, there are no parts available to repair it, there are probably three places that you may find a replacement for it, the Toyota dealer, a used parts place specializing in toyota parts, or a private party(you can try ebay).
