Toyota Repair: 95 CAMRY 2dr V6 LE, timing belt replacement, dealer ship

My car engine just stopped while driving on the autoroute in Belgium days ago.  The touring technician said it was the timing belt.  He took the cover off.  The dealer ship can't understand why the car won't start after replacing the timing belt.  Could it be the spark plugs?  I have 197K miles and don't remember the last time I had them changed.  Maybe 2000-2001 time frame. This is a U.S. Spec car.

Was the problem actually the timing belt or was that someone's guess, obviously the timing belt replacement did not fix the problem, maybe it wasn't installed correctly and the timing is off, if the dealer can't figure it out I don't think I can be much more help.
