Toyota Repair: Headlights, daytime running lights, low beams

I own a 1995 Toyota Corolla 4 -door.  The headlights were very dim and low. I replaced both right and left headlights (9005 and 9006).  The left headlight is working properly but, the right headlight is  very low.  Can you please help me?  Do I need to change a fuse?  Is it an electrical problem?

Are both high and low beams dim or only one, does the car have daytime running lights, I need to know this before I can help.

I looked at the wiring diagram today, both headlights share the same ground connections so that can't be the problem, both headlights use the same relay so you can rule that out, my best guess is that there is a problem with the switch on the steering column.
