Toyota Repair: 1997 Camry, Smoke on startup and cold weather low speed front end noise, speed front, minor bumps


Question
I've a 1997 camry 4 cyl LE with 105,000 miles.  It smokes a little when we start it up.  I've heard this is a common problem that Toyota might take responsibility for?  Have you heard of this?  

Also, the same vehicle makes a lot of noise in the front end during cool weather at low speeds on roads with minor bumps.  Its hard to describe the noise.  Kind of thumpy, kind of squeeky. Seems to be coming from both sides. Have you heard of this?

1st its called SPA, and it has to smoke all the time and you have to prove oil changes, used to be 1 oil change per year, yea, I don't know what it is now. the engine has to be jelled, sludged.  I don't know where you are at but I have heard of them puting shortblocks in them if sludged and the head gets reworked. part 2 sounds like sturts & mounts to me.
